Human Rights and Multidimensional Poverty Measurement, Analysis, and Reduction
The ASEMHRS training is part of the Informal ASEM Seminar on Human Rights Series (ASEMHRS) which aims to promote greater cooperation and better understanding of human rights issues in Asia and Europe.
As part of the 22nd Informal ASEM Seminar on Human Rights in 2024, the ASEMHRS training will focus on “Human Rights and Poverty Reduction”. The objectives of the training are to increase participants’ knowledge of the interlinks between human rights and poverty and how human rights norms and obligations can provide an effective framework for poverty reduction planning, policy, and practice efforts at the national, regional, and international levels.
The aim of this training workshop provided by the Oxford Poverty & Human Development Initiative (OPHI) is to provide a comprehensive conceptual, technical, and policy-oriented introduction to human rights-based multidimensional poverty measurement and reduction. During the 3-day on-site training programme entitled “Human Rights and Multidimensional Poverty Measurement, Analysis, and Reduction“, participants will learn:
- how a human rights lens translates into poverty measurement,
- reduction techniques that go beyond mere unidimensional (e.g. monetary) approaches,
- to implement and utilise the most widely used method to measure, analyse, and alleviate poverty from a rights-based perspective around the world,
- how multidimensional poverty measures can be further unpacked and analysed to shed light on who are the most marginalised and deprived people within a country or region,
- how to make use of the evidence provided by rights-based multidimensional poverty measures to identify and target those left behind, in order to empower them to lift themselves out of poverty.
This 3-day on-site training programme is scheduled for 21-23 October 2024 in Oxford, UK.
Eligibility
The training will be targeted at those responsible for initiating, formulating or implementing human rights-based poverty reduction strategies, i.e:
- Representatives of relevant ASEM government agencies, i.e. Ministries of Social Affairs, Economy, Sustainable Development, and
- Representatives of regional or national human rights institutes
- Representatives of offices of national ombudspersons
- Representatives of relevant CSOs involved in poverty reduction / human rights.
All participants must also be citizens of ASEM Partner countries, and working proficiency in English is also required. A strong knowledge of and/or interest in poverty measurement and analysis are desirable.
