MPI Ambassadors & Champions
The MPI Ambassadors Programme creates a network of Ambassadors and Champions composed of leaders who positioned the MPI as a policy tool to reduce poverty in all its dimensions globally while they were in office.
The programme was launched to commemorate the 10th anniversary of the Multidimensional Poverty Peer Network (MPPN) and includes former Vice President of Costa Rica (2014–2018), Ana Helena Chacón, and former President of Colombia (2010-2018), Juan Manuel Santos, as its inaugural Ambassadors, and former President of CONEVAL (2005-2019) Gonzalo Hernández Licona, as its inaugural Champion.
Ambassadors in the network, will be former senior members of government (President, Prime Minister or Vice President) and/or equivalently former senior leaders of multilateral organisations, who used the MPI to lead poverty reduction efforts and are not presently a candidate for public office or in a position of leadership of an international organization.
Champions will be experts who are former Ministers, Vice Ministers, Secretaries, Sub secretaries, Directors, Representatives and others who contributed to addressing multidimensional poverty using the MPI in clear and tangible ways. They will provide technical guidance to many working in governments and agencies in the implementation and use of the MPI for poverty reduction, and will share their expertise in the design, measurement and analysis of multidimensional poverty with peers.
This programme will leverage the ambassadors and champions' knowledge, experience, collective trajectory and ongoing commitment to reducing multidimensional poverty to raise awareness and support other leaders to turn a corner on poverty.

Ana Helena Chacón Echeverría
Ana Helena Chacón Echeverría is OPHI's Inaugural MPI Ambassador for her ongoing commitment to international advocacy on multidimensional poverty reduction. Ana Helena Chacón Echeverría served as Vice President of the Republic of Costa Rica and head of the government's social sector (2014–2018), leading all efforts on poverty reduction, social inclusion and human development. She was the Ambassador of Costa Rica to the Kingdom of Spain (2018–2022), former Congresswoman (2006–2010) and former Vice Minister of Security (2002–2005) of Costa Rica. Her life’s work has been dedicated to fighting for human rights as an activist, advocate, public official and decision maker.
Ana Helena Chacón Echeverría is also a Senior Advisor on Public Policy and International Relations at OPHI. She leads the Executive Education programme for high-level officials and fosters strategic connections in Latin America and the Caribbean.

Juan Manuel Santos Calderon
Juan Manuel Santos Calderon is OPHI's Inaugural MPI Ambassador. Juan Manuel Santos served as President of Colombia for two terms (2010-2014 and 2014-2018) and was awarded the Nobel Peace Prize in 2016 for his efforts to end a civil war of more than 50 years in Colombia.
Juan Manuel Santos is the current Chair of The Elders and author of The Battle Against Poverty, a book that documents Colombia’s successful experience reducing multidimensional poverty after the adoption of the Multidimensional Poverty Index (MPI) as an official national measurement. Juan Manuel Santos is the founder of the Multidimensional Poverty Peer Network (MPPN) with the Nobel Laureate, Amartya Sen.
Since his presidency, Juan Manuel Santos has been Angelopoulos Fellow at Harvard Kennedy School; Visiting Professor of development at Oxford University; George Ball Visiting Professor at Columbia University; Special Professor at Universidad Nacional de Colombia; and, Senior Policy Fellow and distinguished Visiting Professor at the Kroc Institute for International Peace Studies. He is the founder of the Compaz Foundation, a non-profit organization to promote peacebuilding in Colombia.

Luis Guillermo Solís
Luis Guillermo Solís is an MPI Ambassador in recognition of his use of the MPI to reduce poverty in Costa Rica. Luis Guillermo Solís was the 47th President of the Republic of Costa Rica from 2014 to 2018. As a diplomat, Luis Guillermo Solís was the Costa Rican Ambassador at large for Central American affairs, Director General for Policy of the Ministry of Foreign Affairs and representative of the Ibero American General Secretariat for Central America and Haiti.
Luis Guillermo Solís is a retired full professor of History and Political Science at the University of Costa Rica, where he also served as chair of the Central American graduate program on Political Science and Associate Dean of the School of Social Sciences. He is the author or co-author of twelve books and fifty articles on History, Politics and International Relations of Latin and Central America. He was a Fulbright Scholar, and an Associate Research Fellow and Director of the Kimberly Green Latin American and Caribbean Center at Florida International University.

Isabel de Saint Malo de Alvarado
Isabel de Saint Malo de Alvarado is an MPI Ambassador in honour of her work using MPI in Panama. Isabel de Saint Malo de Alvarado is the former Vice President and Minister of Foreign Affairs of Panama (2014 - 2019). Panama was the first country to launch an official child MPI in Latin America. With extensive international experience in consulting, development and implementation of public policies, she was the first woman to be elected to the Vice Presidency in Panama, as well as the first woman appointed as Foreign Minister in the history of Panama. Her work has centered on stakeholder engagement, partnership-building, and strategies to achieve both public and corporate goals. She offers specialized expertise in geopolitical analysis, with a particular focus on Latin America. Passionate about building a better world, she believes in the transformative power of purpose as the key driver of success. She has been honored with multiple awards recognizing her work and is a strong voice on issues of foreign affairs and development. She currently advises leading multilateral organisations and participants of non-profit and private sector boards.

Gonzalo Hernández Licona
Gonzalo Hernández Licona is the Inaugural MPI Champion and Director of the Multidimensional Poverty Peer Network (MPPN). He was formerly the Executive Secretary of the National Council for the Evaluation of Social Development Policy (CONEVAL) in Mexico, which was responsible for evaluating social development programmes and measuring poverty nationally. He was previously the Head of Evaluation and Monitoring at the Ministry of Social Development in Mexico.
Between 2017 and 2019 Gonzalo Hernández Licona was the author, together with 14 scientists of the 2019 Global Development Sustainable Report for the United Nations. He was a full-time Chair Professor at the Autonomous Institute of Technology of Mexico (ITAM) in the Economy Department from 1991–1992 and 1996–2002. He has taught Development Economics at ITAM since 2003. In 2025, he published a handbook How to Use National MPIs as a Policy Tool: From Metrics to Policy with UNDP.
