Jeff Pagel is a third-year PhD candidate at the University of Barcelona, School of Economics, with research areas focusing on development economics, environmental / resource economics and public policy analysis. 

Additionally, Jeff works as an Ethical and Project Evaluation Consultant for Health Media Labs, which focuses on social & behavioural research in public health, HIV/AIDS, children, education, refugee & migration, economics, WASH, agriculture, and M&E.

While at OPHI, Jeff plans to advance two projects regarding multidimensional energy poverty. The first project analyses current definitions of energy poverty from the perspective of different human development approaches, presents a new multidimensional definition of energy poverty, and provides quantitative evidence demonstrating how traditional methodologies, instead of multidimensional approaches mischaracterize the true nature of energy poverty. The second project advances the literature’s understanding of energy poverty beyond singular dimensions by quantitatively characterizing different types of energy deprivations an individual may experience to better illustrate the complementary energy input mechanisms. The developed framework is then applied to educational outcomes in Uganda, to demonstrate that a multidimensional approach provides a more robust tool for estimation relative to access to electricity.
